'So many people are asking this so let me explain. Due to on Xbox edition item frames count as blocks not entities. This means it will not work. This goes for all Bedrock versions of the game.  This is a Java feature only. In recent 1.14 updates this feature has been somewhat broken with Z fighting.  Plates are now a thing you can do in the newest snapshots 18w03b!!  IT IS SOOOO COOL!'
